This plate is odd in that it looks like the screened base from the 70s-90s, but it has an odd texture and is only 3 digits (should be 5 or 6 digits). The slogan is a sticker added by the user.

This all-embossed base was used beginning in 1994.

In 2012, the country added a hologram along the left side and a graphic of the national flag in the upper right corner. All-numeric plates can be found on this base, likely reissues of pre-2012 numbers.

Along with the design changes, they instituted an ABC-123 format as well. Standard series started at BBB (no vowels) and progresses naturally, but drivers can choose their letter and number combination, as long as it's available and follows the ABC-123 format. Thus, any letter combination from BBB to ZZZ can be seen on the road.
